Schwarzenetter Names NRDC Staffer To Delta Panel

Gov. Arnold Schwarzenegger has appointed Natural Resources Defense Council western director Felicia Marcus to the Delta Stewardship Council.

The seven-member panel, created as part of the 2009 water policy package, is tasked with crafting and implementing a plan for the future management of Sacramento-San Joaquin Delta.

Marcus, a former EPA administrator and Los Angeles Board of Public Works commissioner, replaces another Schwarzenegger pick, Richard Roos-Collins. Roos-Collins, an attorney for the Natural Heritage Institute, resigned earlier this month after his nomination was opposed by environmental groups.

Marcus, a Democrat from Emeryville, must be confirmed by the Senate. Salary for the position is roughly $40,000. Her full bio, as released by the governor's office, is posted after the jump.

Felicia Marcus, 54, of Emeryville, has been appointed to the Delta Stewardship Council. She has served as western director of the Natural Resources Defense Council since 2008. Previously, she was executive vice president and chief operating officer for the Trust for Public Land from 2001 to 2008 and regional administrator of Region IX for the U.S. Environmental Protection Agency from 1993 to 2001. Marcus worked for the Los Angeles Board of Public Works as a commissioner from 1989 to 1991 and as president from 1991 to 1993. She was director of litigation for Public Council from 1988 to 1989 and an associate attorney for Munger Tolles and Olson from 1986 to 1988. Marcus was a fellow for the Center for Law in the Public Interest from 1984 to 1985 and a law clerk for the U.S. Court of Appeals Ninth Circuit, the Honorable Harry Pregerson from 1983 to 1984. She is a member of Natural Heritage Institute Board of Directors, Metropolitan Water District Blue Ribbon Committee, Public Policy Institute of California Advisory Board, Urban Habitat Board of Directors, San Francisco Baykeeper Advisory Board, Center for Diversity and the Environment Advisory Board, Kersten Institution for Infrastructure Advisory Board and Sustainable Conservation Advisory Board. This position requires Senate confirmation and the compensation is $40,669. Marcus is a Democrat.
