How Do We Afford Water Bond?

1. What do we cut in order to pay the estimated $800 million a year in debt service?
2. Can California really afford a debt service/general fund ratio of 10%?
3. Why not spend the approximate $8 billion in unspent Prop.E and Prop 84 water bond $$ before incurring more debt?
4. I, for one, don't want Arnold appointing the 9 people who will decide which storage project(s) get the $3 billion.
5. Likewise, I don't want private entities getting their noses under the tent ¶79749(b).
6. The $2 billion is pork might be OK if and when the economy recovers; but not now.
