Idled Land On I-5

We just drove up I-5 and saw all of the miles of signs that said "Congress created dust bowl." What the government doesn't realize is that not only are there 40,000 people without jobs because of this and 500,000 acres not being farmed. The entire country and even places outside of America are suffering because there is less food being raised. This water affects hundreds of thousands of people. The fish are for a few, but the crops and livestock are for many many more people. Why does congress decide who gets the water anyway??? Are they going to control who gets to breathe the air next???
